Eight million gallons (30m litres) of fuel had been delivered, while another 28 million would arrive in the next few days, Mr Cuomo said.
"New York has finally torn down the barrier that prevented same-sex couples from exercising the freedom to marry and from receiving the fundamental protections that so many couples and families take for granted, " Mr Cuomo said in a statement.
"Whilst the circumstances surrounding the events in Austria are still not clear, we can confirm that no students were present at the incident and that they were under the supervision of teachers at the hotel at the time, " Mr Cuomo said.
"I think this Assembly should make a clear, powerful statement that we don't tolerate that behavior, period, " Mr. Cuomo said in a radio interview on Friday just prior to Mr. Lopez's announcement.
Mr. Cuomo said he may look at additional enforcement responsibilities for the state attorney general.
The city would remain in charge of implementing the new system, Mr. Cuomo said.
"It's over when it's over, " Mr. Cuomo said at a news conference in New York City on Wednesday.

Mr. Cuomo said that a deal now would not restore the lost funds, but would prevent future forfeitures.
All and all, New York fared far better in the storm than Connecticut and New England, Mr. Cuomo said.
Mr. Cuomo said he would prefer that the city and the union reach a negotiated settlement on their own.
Mr. Cuomo said the bill needed to be changed, and he was cagey for months on whether he would sign it.
"I don't believe there is going to be time, " Mr. Cuomo said.
"My point is, it's not just how much you spend, it's how you spend it, " Mr. Cuomo said during a recent radio interview.
The officials who gave the scripted introductions for Mr. Cuomo said they agreed with every word and felt no pressure to stick to the script.
"We need progress, and we need progress now, " Mr. Cuomo said.
But last year, Mr. Cuomo said he was reviewing his position.
Mr. Cuomo said some crossings including the Holland Tunnel, a critical traffic link between Manhattan, New Jersey and the interstate highway system will be closed through at least Wednesday.
Mr. Cuomo said plow crews and utility workers were being sent from New York City and all over the state to eastern Long Island to aid with storm recovery.
"Sometimes the governor has a role to play from a leadership position, just in making sure things get done, setting a deadline and providing a little encouragement, " Mr. Cuomo said.
In New York, Mr. Cuomo said he aims to incorporate protections for abortion late in pregnancy into state law in case the U.S. Supreme Court ever reconsiders the Roe decision.
"It's a tragedy, it really is a tragedy, and they both failed, " Mr. Cuomo said in a radio interview with Rep. Peter King, who was filling in for WOR host John Gambling.
"From the track bed to the budget to modernizing our system for the 21st century, I can't imagine anyone having a better understanding of how the region's vast system operates and the challenges that it faces, " Mr. Cuomo said.
"Over the last few years, we have made extraordinary progress at Ground Zero and today's agreement is yet another milestone in our work to finally complete the site as a place where people from around the world can come to work, visit and remember, " Mr. Cuomo said in a statement.
Mr. Cuomo said he would turn the duties over to the attorney general's office if he failed to get an nominee for the position of chief election enforcement officer confirmed by the Senate by the end of the current legislative session, and defended his preference to create an independent enforcement unit at the board.
The scripted encomiums to Mr. Cuomo represented another illustration of how Mr. Cuomo molds his image, Mr. Muzzio said.
Mr. Cuomo has said any deal wouldn't restore the lost funds but would prevent future forfeitures.
Josh Vlasto, a spokesman for Mr. Cuomo, said the administration's rhetorical suggestions were appropriate.
And Mr. Cuomo has said he believes more money is not always the right answer.
Mr. Cuomo has said that about 70% of New Yorkers support gun control and that around 30% don't.
