Mexico City Mayor Miguel Angel Mancera said authorities are treating the incident as a missing-person case because so far, there's no evidence the young people were kidnapped.
President Enrique Pena Nieto and Mexico City Mayor Miguel Angel Mancera, who visited the scene of the blast, said Pemex rescue and security teams were working alongside city authorities to help the injured.
Mexico City Mayor Miguel Angel Mancera said his government would launch a new program to spay and neuter dogs in order to reduce the number of animals in the street, sending 25 mobile surgical units to neighborhoods where residents would be encouraged to take advantage of free sterilization for their pets.
