In response, Education Minister John O'Dowd said his department would consider the possibility of introducing a guaranteed teaching inductionyear but would need to closely monitor the success of similar arrangements in Scotland.
He fell well short of the 75% of the vote required for induction last year, with his name appearing on just 62.1% of ballots cast by voting members of the Baseball Writers' Association of America.
In his first major speech since taking up his post last year, Mr Winsor said there would be a "significant induction" programme to all non-police recruits.
