Yet another source of Mr Blair's self-confidence is a feeling that Britain could play a pivotal role in Europe's complex structure of cross-border defence relationships.
Then, persuaded by the argument that actually all these targets were getting in the way and certainly not translating into people feeling safer, they scrapped that idea and went for a simple measure of public confidence.
Part of the process is therefore encouraging participants to sit with this feeling and build their conviction and confidence to act on it at training retreats and capacity building workshops.
