Lord Howell said he would "consider it" but that there were "many non-governmental organisations and a number of extremelybrave and prominent women in the cause of women" monitoring the situation already.
"Brave, committed, extremely determined and operationally experienced, he had a gift for giving honest advice and opinion without raising hackles and he was tremendously well respected by all ranks as a result, " he said.
