Some Iraqis who were apparently mistreated in the American-run prison of Abu Ghraib have given up trying to seek redress through the criminallaw and have instead lodged a civil suit in American courts against CACI, a company allegedly involved in the Abu Ghraib abuses.
But given the government's previous insistence on criminal charges, it now looks as if the law is being stretched to suit an individual precisely what Mr Fox had earlier insisted he could not contemplate.
