Matthew Gray of Jefferies, an investment bank, reckons that by 2020 the ETS will have an accumulatedsurplus of 845m permits, against a planned cap that year of 1.8 billion permits.
But beyond these and a few other heat sinks, climate science cannot account for about half of the surplus heat believed to have accumulated on Earth in recent years.
