It might be a better or worse wayofdoing it than using a cash intermediated market todo it, or using a tax funding but provision by market competitors todo it but it is still a market.
The best way I know oftodo this (and I see good leaders doing it on a daily basis), is to make sure you have smart, committed people of all ages on your team.
